PURPOSE: A mobile telephone communication network is provided so that each repeater is controlled to be operated at different required gains, for maintaining signal levels of a telephone at a suitable level, according as a passenger carrying vessel moves from one location to another location through a middle region. CONSTITUTION: A GPS receiver determines vessel location information. A signal parameter detection unit detects signal parameters from two or more mobile telephone network base stations along a route. A controller receives location information and the signal parameters, and uses information or parameters to coordinate a hand-over of the mobile communication signals between the two or more mobile telephone network base stations.
