PROBLEM TO BE SOLVED: To predict an effective throughput for the unit of a flow while considering the influence of a TCP(transmission control protocol), to provide sufficient measurement accuracy on various access lines and further to suppress increase of influence upon a network and time required for measurement. SOLUTION: In the method for predicting the contents distribution end time to be used for estimating the distribution end time of the contents when transferring the information of digital contents from a transmitting station through the Internet to a receiving station, a test message of the length of a predetermined first size is transferred from the transmitting station to the receiving station in a preliminary test, the effective throughput is detected in a primary measured value on the basis of time required for test message transfer in the preliminary test, a second size is determined on the basis of the effective throughput of the primary measured value after the preliminary test, a test message of the length of the second size is transferred from the transmitting station to the receiving station in the main test, and an effective throughput is detected in a secondary measured value on the basis of time required for test message transfer in the main test.
