PROBLEM TO BE SOLVED: To absorb shearing force, horizontal force, etc., arising from the relative movements between ground and ground structures by an elastic damper 15 when an earthquake occurs, and prevent damages to a pile head 2 and footing 20 even if these forces concentrate on the proximity of the pile head 2. SOLUTION: A premolded pile 1 is buried to a predetermined depth (a), and reinforced bars 14 for fixing the pile head 2 are attached to it after it protrudes from new ground 12 following pit excavation there (b). An elastic damper 15 made of urethane elastomer is firmly fitted in the pile head 2 (c). The elastic damper 15 has a density from 0.35 g/cm<3> to 0.5 g/cm<3> and has a minute cell foam structure. The outside of elastic damper 15 is covered with a steel pipe-made cover member 18, with a clearance 19 of a predetermined size retained inside the cover to ensure the expansion space 15a of elastic damper 15. Concrete is placed to construct a footing 20 for preventing the entrance of concrete into the interior of cover 18, thus constructing a pile head damping structure 22 (d).
