PROBLEM TO BE SOLVED: To predict the usage of a document collection using a proximal cue or a web site. SOLUTION: The above problem is solved by a method consisting of a process S15 which inputs user's information need, a process S30 which decides a topology matrix for a collection of content elements, processes S35, or S50 and S60 which decide a proximal information keyword associated with the connection of content elements and save the proximal information keyword, a process S70 to S100 which decide user's behavior predicted in the collection of content element from a similarity of proximal information keywords and user's information needs, and processes S110 to S120 which decide user's path from the starting location to the end location based on user's information needs by an extended activation using a predicted user's behavior and starting location.
