PROBLEM TO BE SOLVED: To precisely determine the condition of a battery mounted on a vehicle with a simple constitution, without depending on the type of battery. SOLUTION: When the charging and discharging are performed from the battery 1 mounted on the vehicle to an alternator 2, starter 3 and electrical equipment load 4, the charge/discharge currents are detected by a current detector 6, and then they are integrated in a period from the start or restart of the starter 3 to next restart by a device 8 for determining battery charging condition. By comparing the integrated value with the threshold level of balanced amount of preset charge/discharge currents, the charged condition or remaining capacity of the battery 1 is determined. An idling stop treatment means 7 determines whether or not engine stop is performed when the vehicle is stopped or temporarily stopped according to the charged amount or remaining capacity of the battery 1 determined by the device 8; when it is possible to stop, the engine is stopped and the starter 3 is activated, when restarting the vehicle.
