PROBLEM TO BE SOLVED: To evaluate the insulation resistance characteristics of a soldering flux under the same conditions as an actual soldering process. SOLUTION: A cathode electrode 3 and an anode electrode, which are each provided with linear conductors 6 and 11 interdigitally arranged in parallel at a regular interval to confront each other at a prescribed space, are formed on an insulating board 2. Soldering conductors 7 and 12 which are large in area and can be directly soldered are provided to the linear conductors 6 and 11 in one piece, respectively.
