PROBLEM TO BE SOLVED: To provide a floor panel in which a floor finishing material can be easily selected and replaced, in which a substrate in an apartment or the like can deal with a structure of a concrete slab and which has excellent sound insulation, executability and maintenance and to provide a floor structure utilizing the same. SOLUTION: The floor panel comprises joists 5 disposed on a substrate plywood 6, a panel heater 2 mounted between the joints 5 on the plywood 6, and the floor finishing material 3 disposed on an upper surface of the heater 2.
