PROBLEM TO BE SOLVED: To allow many pictures to be glanced using a codec method corresponding to a low bit rate, and to provide a specified picture, if selected, using a codec method corresponding to a high bit rate. SOLUTION: Streaming cameras 11, 12,..., 1n are located at identical points to points on a map to output pictures near the points as MPEG2/MPEG4 streaming data. A map server 4 collects the MPEG2/MPEG4 streaming data together from the streaming cameras, and presents the data in correspondence to a map on an information network (WEB) of internets to a client picture display 3, which is usable by a user for handling map information on the WEB and capable of displaying pictures based on MPEG2/MPEG4 streaming data in an actual place.
