<p>PROBLEM TO BE SOLVED: To provide dynamic-image coding and decoding techniques wherein even when transmitting at a low bit-rate the picture signal having a color tone present within a predetermined scope, especially the color tone corresponding to a skin color, the picture signal is not deteriorated in the case of its reproducing. SOLUTION: By identifying the picture element of an objective color- difference signal which is the color-difference signal present within a predetermined scope, the corresponding picture element thereto is so substituted by a color key of a predetermined color-difference signal as to subject thereafter a dynamic image to a statistic information compressing. When decoding the dynamic image, after decoding its statistic information compressing, the picture element of the color key is so identified as to substitute the corresponding picture element thereto by a reproducing color-difference signal of the predetermined color-difference signal.</p> |
