PROBLEM TO BE SOLVED: To provide an encoding device using orthogonal transformation, which reduces block distortion detected as discontinuity distortion caused by quantizing at a block boundary. SOLUTION: An encoding device 10 comprises a subtracting means 1, an orthogonal transformation means 2, a quantizing means 3 including a plurality of quantizers, among which calculation methods of quantization vary, a variable length encoding means 4, an inverse quantizing means 5, an inverse orthogonal transformation means 6, a summing means 7, an estimating means 8, and a distortion detecting means 9, which calculates quantized distortion by switiching among the quantizers of the quantizing means 3, to specify a quantizer having the minimum amount of the quantized distortion.
