PROBLEM TO BE SOLVED: To prevent the degradation of a battery capability caused by the deterioration of a nonaqueous electrolytic solution. SOLUTION: A battery control unit is annexed to a secondary battery body 3 having a tank 5 storing a nonaqueous electrolytic solution, and controls the nonaqueous electrolytic solution. The battery control unit comprises a measuring means 7 for measuring the property or composition of the nonaqueous electrolytic solution, and an electrolytic solution refilling means 16 for refilling the nonaqueous electrolytic solution or the component of the same when the measuring means 7 detects that the property or composition of the nonaqueous electrolytic solution is out of a prescribed range.
