PROBLEM TO BE SOLVED: To enable the simple manufacture of a vertical pipe culvert having a spiral guide passage built-in by securing a spiral guide plate in a pipe securely and firmly. SOLUTION: An inner pipe with the guide plate is formed by cementing the guide plate to a spiral groove formed on the perimeter of the inner pipe, outer pipe with a plurality of sections having the spiral groove formed on the inside surface and providing a flange part is cemented on the inner pipe, by inserting the rim of the spiral guide plate into the spiral groove, and integrally formed by bonding the flange part of the outer pipe with each other installed successively.
