PROBLEM TO BE SOLVED: To provide a manufacturing method of a tile panel that becomes easy and economical by using a form. SOLUTION: A tile 2 is inserted into a form 3 having a recess 3a for aligning a plurality of tiles 2 at a specific interval vertically and horizontally and a partition wall 3b so that the rear faces up, a particle (natural silica sand 4) is scattered at the recess that is formed by the upper surface of the partition wall 3b and the inserted tile in flush with the rear of the tile. Then, a substrate 6 whose surface is coated with an adhesive is adhered to the rear of the inserted tile, and the form is removed after specified time, thus manufacturing the tile panel. Additionally, the substrate may be struck to the tile through a process for forming the first adhesive layer on the rear of the tile that is inserted into the form, and a process for forming the second adhesive layer by coating the surface of the substrate with the adhesive.
