The device has a current limiting capacitor (C) between the phase or each phase (L) and the neutral line (N). Rectifier stage (1a,1b) is located between resistors (R1,R2) which cause voltage drop. Device provides two symmetrical DC voltages, first referenced to neutral line and second referenced to phase. After filtering first voltage is used as supply for measurement device and second for control unit or control and processing device. The device has a current limiting device between the phase or each phase and the neutral line. Electrical resistance (R1,R2) with two tappings followed by a rectifier stage (1a,1b) or a voltage limiting rectifier stage in the line or lines between the phase (L) the and current limiting device and/or in the line or lines between the current limiting device and the neutral line (N).
