PURPOSE: To provide a semiconductor integrated circuit device without causing any step-out of data transfer between modules at the time of switching a clock frequency. CONSTITUTION: This circuit device is provided with a first circuit 100 including a circuit which supplies a clock DCLK to a second circuit 200, and the clock is made constant regardless of the operating frequency of the first circuit. The first circuit outputs the clock and a control signal DCKE corresponding to the operating frequency to the second circuit, and the operating frequency of the second circuit is decided according to the clock and the control signal.
