PURPOSE: A packet converting device and a packet converting method by using the same are provided to effectively transform voice packets with various types used in a wired/wireless network. CONSTITUTION: The first transcoder performs a bit unpacking of a packet-A of the first type encoder inputted through the first network(S30). The first transcoder performs an inverse quantization of the unpacked data and obtains a voice parameter from the packet-A of the first type encoder(S31). The first transcoder fastly transforms the voice parameter of the first type encoder into a voice parameter suitable for the second type decoder(S32). The first transcoder quantizes a parameter of a packet-B(S33). The first transcoder performs a bit unpacking of the quantized data and outputs the packet-B to the second type decoder through the second decoder(S34).
