PURPOSE: A novel manufacturing method is provided which can advantageously manufacture a grain-oriented electrical steel sheet having a sufficiently high magnetic flux density and preferably having a low iron loss, even when no inhibitor is used in the manufacturing process. CONSTITUTION: The method of manufacturing a grain-oriented electrical steel sheet comprises the steps of preparing a slab using molten steel containing, by mass%, C of not more than about 0.08 %, Si of about 1.0 to about 8.0 % and Mn of about 0.005 to about 3.0 %; rolling the slab to obtain a rolled steel sheet; performing primary recrystallization annealing on the rolled steel sheet to form a primary recrystallized steel sheet; performing secondary recrystallization annealing on the primary recrystallized steel sheet to form a secondary recrystallized steel sheet; and performing decarburization annealing on the secondary recrystallized steel sheet, and further comprising the step of adjusting a C content in the steel sheet before the secondary recrystallization annealing to be held in the range of about 0.005 to about 0.025 mass%, so that the secondary recrystallization annealing is performed on the steel sheet containing about 0.005 to about 0.025 mass% of C.
