PURPOSE: A system for scheduling time in an AAL2(ATM Adaptation Layer) and a method thereof are provided to control a plurality of subscribers with one timer and reduce the waste of hardware resources by scanning only connection register requested parts. CONSTITUTION: An FIFO(10) receives a connection register request from an operator for storing a pointer corresponding to the connection. A time table memory(20) sets up a time value requested from the operator and the pointer through a timer flag. A time set memory(40) sets up the current counter value and a cell assembly time through a time flag in assembling cells. A time counter(30) stores the current time information. A packet data assembly control part(50) reads the current time of the time counter(30) for activating the time flag of the time set memory(40) if a time set request is generated in regard with the connection information. A time comparator(60) compares a difference between the value of the time set memory(40) and the value of the time counter(30) with the value of the time table memory(20) for terminating the cell assembly and transmitting the corresponding cell.
