PROBLEM TO BE SOLVED: To provide a method for producing granules optimum in size as a phosphorus-recovering agent in a high yield. SOLUTION: In a device for granulation of a phosphorus-recovering agent by processing a mixed raw material powder, consisting of a powder of a silicate material and a powder of calcium material, by continuous supply of such a mixed powder into a pan 11, where the pan 11 rotates around a slanted shaft H, and by continuous sprinkling of water onto the raw material powder whereby the raw material powder is granulated around water particles as nuclei of such granules, point P1 which supplies the raw material powder to the pan 11, which rotates to one direction in a slanted position, is located in a higher position than the center of rotation 0 of the pan, and the sprinkling point P2 is located at a lower position than the center of rotation 0, by this, the raw material powder supplied to the pan 11 at the supplying point is lifted upward by the rotation of the slanted pan 11, and receives sprinkling of water from the water sprinkling point P2, at the position immediately after the lifted powder drops by gravity.
