PROBLEM TO BE SOLVED: To provide electrolytic cell structure that is not required maintenance of a diaphragm and an apparatus for generating electrolytic water that doesn't discharge drainage during electrolysis, in an electrolytic cell that generates alkaline ion water and acidic ion water by electrolyzing water. SOLUTION: Calcium carbonate or the like, which adheres to the diaphragm, is dissolved by installing an maintenance electrode, which generates acidic water in the vicinity of the diaphragm, when electrical resistance of the diaphragm is measured and its detected value is increased. Further, drainage is eliminated by installing a circuit and a circulation pump to electrolyze in circulation against water in one electrode chamber of the electrolytic cell and switching a channel.
