PROBLEM TO BE SOLVED: To solve the problem that a conventional insertion can not promote the customer's buying intention though various commodities are displayed at the store, since a customer has decided the commodities to buy before goint to the store. SOLUTION: A device for issuing a discount coupon is provided with a housing body including a housing chamber for housing a discount coupon roll on which a number of continuous coupons are printed in line and perforated lines are formed between discount coupons, an outlet for drawing out the discout coupon from an end of the discount coupon roll housed in the housing chamber, and a cutting piece at the outlet for cutting the discount coupon roll at the perforated line, a cover body for closing a housing aperture for housing the discount coupon roll in the housing chamber of the housing body for the discount coupon roll, and a setting body for setting the housing body for the discount coupon roll at a commodity displaying shelf.
