PROBLEM TO BE SOLVED: To provide a packaging device which can form stable chevron parts of gathers of a regularly gathered portion covering the end surfaces of a roll, when the roll product wrapped around a core with a photosensitive belt material is to be covered with a light blocking sheet. SOLUTION: This gathering device 40 for forming the regular gathers forms chevron parts 19, etc., of the gathers on a packaging material 18 for the end surface by folding plate members 70, etc., making face contact from the outside of the packaging material 18 and middle supporting arms 80, etc., making line contact with the inner peripheral surface of the packaging material 18. With the gathering device 40, surfaces of the folding plate members 70 and 70 and the line of the middle supporting arm 80 forms two folding surfaces 19A and 19A across this line. The two folding surfaces 19A and 19A are formed with a uniform tention, so that the stable chevron part 19 of a gather can be formed.
