PROBLEM TO BE SOLVED: To enable a lock wire to easily be pulled out of a handle pipe in a handle lock device for a small-sized vehicle wherein a latch member latchable to a vehicle-side lock mechanism is mounted to a terminal member fixed to one end of the lock wire pulled out of one end of the handle pipe. SOLUTION: When the latch member 17 of the one-end side of the lock wire 14 is pushed in against the spring force of a second spring 27 while storing the entire lock wire 14 in the handle pipe 13, the latching of a cover member 22 of a storing lock means 30 is released, the lock wire 14 is moved to the one end of the handle pipe 13 by the spring force of the second spring 27 intensified by the push of the latch member 17, the cover member 22 is released and moved from the storing lock means 30 by the spring force of a first spring 23 in accordance with the movement of the lock wire 14, and the latch member 17 is protruded from the one end of the handle pipe 13.
