PROBLEM TO BE SOLVED: To provide a manufacturing method which can mold a heat insulating panel by suppressing increase of manufacturing cost and getting desired dimensions for its length and width, and to provide the heat insulating panel manufactured by the manufacturing method. SOLUTION: The manufacturing method is to supply a urethane foaming original liquid in a mold frame 3 and to obtain the heat insulating panel P by foaming and curing it. A resin foaming body layer is formed on an inner peripheral face side of the mold frame 3 at a prescribed thickness, the urethane foaming original liquid is supplied in the mold frame 3 and the foaming and curing procedure takes place so as to be integrated with the resin foaming body layer.
