PROBLEM TO BE SOLVED: To provide a system and method for controlling trains which gives a required minimum protection to trains in service within a predetermined range including a train in non-blocking operation, in a train control system in which a train control is carried out based on a signal system using radio transmission. SOLUTION: Direct and indirect protection modes are provided. In the direct protection mode, a train 20a in non-blocking operation transmits a non-blocking protection signal directly to a plurality of trains 20b and 20c in service on the periphery to make a non-blocking protection, In the indirect protection mode, on the other hand, the train 20a in non-blocking operation transmits the non-blocking protection signal to a base station 16, and the base station who has received the non-blocking protection signal transmits a train control signal to the trains 20b and 20c in service on the periphery to make the non- blocking protection.
