SOLUTION: When the portable telephone 10-1 side rejects request of payment to a purchased article of commerce and the term against nonpayment described on a written content is violated, a shop server 30-1 is connected with a call center (special number) in a mobile communication network 50. The shop server 30-1 transmits a written content including the telephone number of the portable telephone 10-1 and a request for prohibiting communication of the portable telephone 10-1 to the call center. After confirming the written content, the call center transmits the telephone number of the portable telephone 10-1 and a control signal for executing prohibition of communication to a subscriber DB server 54. The subscriber DB server 54 alters a communication prohibition flag corresponding to the telephone number of the portable telephone 10-1 received from the call center from 'OFF' to 'ON'.
