PROBLEM TO BE SOLVED: To solve a problem that a user's side can not flexibly cope with changes, etc., of an MIB file to indicate structure of MIB data existing on the side of a network device since the MIB file is described in an ASN1 form. SOLUTION: A structure definition file converting part 22 of a management information data base to convert MIB files 21a, 21b, etc., in which MIB data structure of MIB databases 12a, 12b, etc., mounted on network devices 10a, 10b, etc., respectively is described into a structured form with tag, is provided, the MIB files 21a, 21b, etc., are converted into MIB files 23a, 23b, etc., in the structured form (XML form) with tag by the structure definition file converting part 22 of the management information database and a network device management tool 24 manages MIB databases 12a, 12b, etc., of the network devices, 10, 10b, etc., by using the MIB files 23a, 23b, etc., in the XML form.
