PROBLEM TO BE SOLVED: To facilitate development of application corresponding to a high-order protocol of communication. SOLUTION: Transmission data are transmitted from the application (software) under development to a first high-frequency transmitter/receiver 32a and converted into an RF signal in a master 10. The RF signal is transmitted to a second high-frequency transmitter/receiver 32b via a connection cable 24, converted into reception data conforming to HCI which can be processed by a slave 20 and transmitted to the slave 20. Since the first high-frequency transmitter/receiver 32a and the second high-frequency transmitter/receiver 32b are calibrated so that no abnormality is caused in the case of the communication here, when an abnormality is caused in the communication, it is learned to be caused by the application under development in the master 10. Thus, since the cause of the communication abnormality is clearly specified, the development of the application is facilitated.
