The plant consists of a conveyor (30) for transporting the sticks, e.g. of plastic, paper or wood, having an inlet end (E) and an outlet end (S) and a section (32) in which the ends of the stick are covered with cotton wool. The section (32) has a position (34) in which at least one end of each stick is coated with an adhesive, and a position (36) in which the coated ends of the sticks have a layer of cotton wool wound onto them. The coating position has at least one nozzle (40) for applying the adhesive, and the winding position at least one rolling track.
