PROBLEM TO BE SOLVED: To provide a compact secondary cell and a cell pack with high energy density and excellent safety, enabled to easily improve the safety of the cell without changing cell performance. SOLUTION: Endothermic agent 8 composed of a compound capable of conducting endothermic reaction is added to an envelope film 2 or an enveloping pack material 4 of the secondary cell and the cell pack, in order to restrain an abnormal reaction of the cell.
