PROBLEM TO BE SOLVED: To provide an image processor and a method therefor with which a conversion coefficient of another image is embedded into a prescribed region of an original image especially a region included in an ROI(Region Of Interest) and is coded, and the image to be decoded which is applied to a prescribed region of the original image especially the ROI is selectively decoded between the original image and the embedded other image in decoding the coded original image. SOLUTION: An ROI shift section 103 expands each conversion coefficient quantized by a conversion coding section 101 and a quantizing section 102, and shifts a conversion coefficient belonging to the ROI region to a higher order. Also, the section 103 disposes a conversion coefficient belonging to a non-ROI region to a lower order. When the conversion coefficient included in the ROI region is expressed by bit, an information embedding section 104 embeds information bit into a region which is not used for expression of this conversion coefficient. An entropy coding section 105 performs an entropy coding for all the conversion coefficients.
