PROBLEM TO BE SOLVED: To realize an on-line service capable of preventing the charging from being unfair. SOLUTION: In this on-line service system in which data stored in a server 1 are made available by a terminal 3 of a user through a communication network 4, the using situations of data to be used by the terminal is monitored, and the using situations of the data are collated with a charging rule provided at the charging server 2, and the pertinent charging rule is decided from the collation result, and the charging processing is conducted according to the decided charging rule.
