PROBLEM TO BE SOLVED: To provide a fuse that is superior and used in middle to high voltage range by a simple structure with a high power output range and good trigger characteristics. SOLUTION: The acting member (1) includes a fuse element capable of melting and an arc extinguishing medium. The fuse element is connected to two current terminals (2, 3) with conductivity and is arranged on an insulating substrate. The fuse element has a module structure and has at least two modules (9) that are connected in series. The arc extinguishing medium covers the exposed face of the fuse element. The acting member is formed in a style of sandwich and has two stable formed bodies (4, 5) and a nearly flat intermediate layer (6) arranged between the formed bodies (4, 5). The intermediate layer (6) includes both modules connected in series, and the first formed body (4) of the both formed bodies is formed by at least a part of the insulating substrate and the second formed body (5) is formed by at least a part of the arc extinguishing medium.
