PROBLEM TO BE SOLVED: To provide a method for manufacturing a substrate for an information recording medium by which alkali elution is suppressed and a low-price substrate having excellent durability and high performance is obtained in the method for manufacturing a glass substrate by low temperature forming which inevitably increases the amount of alkali elution, and to provide the substrate for an information recording medium and an information recording medium by using the substrate. SOLUTION: The method for manufacturing a glass substrate containing alkali metals for an information recording medium includes a process of chemical reinforcement. The method further includes a process of preventing alkali elution after the process of chemical reinforcement by immersing the glass substrate in water under the conditions that the temperature is >=180 deg.C and lower than the temperature higher by 30 deg.C than the temperature of the chemical reinforcement of the glass substrate and that the water is pressurized to maintain a liquid state.
