PROBLEM TO BE SOLVED: To provide an image display panel and an image display device which can be made to have high definition and high luminance and a low electric power consumption. SOLUTION: In the image display panel, electrostatic discharging elements are arranged in a matrix manner. Each of the elements has at least a cathode, a first anode and a second anode. In each of the elements, the first anode of the element forms a first common anode 10 with the second anode of the adjacent element in a vertical direction and commonly possesses a resistor R to limit an electrostatic discharging current. In each of the elements, the second anode of the element forms a second common anode 10 with the first anode of the adjacent element in a vertical direction and commonly possesses a resistor R to limit an electrostatic discharging current. The resistors R are alternatively connected to first anode buses EA1 to EA3 or second anode buses OA1 to OA2. The first anode and the second anode of the element are respectively connected to different anode buses.
