PROBLEM TO BE SOLVED: To improve the character extracting precision. SOLUTION: Whether or not a region other than characters is present in a region identified as a character region attribute is judged, and when it is judged that any region other than characters is present in the region identified as the character region attribute, the region identified as the character region attribute is re-divided. Thus, even when any region other than characters such as seal impressions or graphics enters the region judged as characters as the result of the area division, the region identified as the character region attribute is re-divided so that the region other than characters can be eliminated. Thus, the character extracting precision can be improved.
