PROBLEM TO BE SOLVED: To safely issue a credit card such as a cash card and a loan card at a low cost. SOLUTION: A magnetic card 1 with inherent identification information 11a written in a magnetic stripe 11 is distributed together with an order form 10. On the order form 10, identification information 10a being substantially the same as the identification information 11a is written, and the order form 10 is provided with a space 10b of necessary information for opening an account. When an applicant writes necessary information in the space 10b and transmits the order form 10 to a bank, the necessary information is inputted together with the identification information 10a from an operator terminal 3 and registered as account information in a database in a center computer 2. If the applicant inserts the magnetic card 1 into an ATM(automated teller machine) 4 after the registration, the center computer 2 returns cash card information for using the magnetic card 1 as a normal cash card on the basis of the identification information 11a read from the magnetic stripe 11, and the cash card information is written on the magnetic stripe 11. |
