SOLUTION: When an image server 2 is accessed by any of user terminals 1, the input of the user ID is accepted, and a user data base 22 is retrieved based on the user ID, and use situation data C are read. A judging means 23 judges the use level of the network photo-service system of a user corresponding to the inputted user ID based on the use situation data C. A changing means 24 changes service quality to be provided to the user by changing the assignment of network resources based on the judged use level. |
