PROBLEM TO BE SOLVED: To provide a sealed battery and its manufacturing method capable of reducing the number of part items in winding a power generation element and of preventing displacement of a separator in winding the power generation element. SOLUTION: This sealed battery 10 is provided with a power generation element 11 equipped with a negative electrode 12 and a positive electrode 22 with active materials 14 and 24 applied to respective surfaces of a negative electrode plate 13 and a positive electrode plate 23. In the generation element 11, a first separator 16 is interposed between the electrode plate 13 and the electrode plate 23 by winding them in a flat shape with the negative electrode 12 and the positive electrode 22 stacked. In the negative electrode 12, the active material 14 is applied to both surfaces of the electrode plate 13 and a first separator 16 is stuck to the one-side surface 14 of the electrode plate 13, so that the applied one-side active material 14 is covered with the first separator 16. The electrode plate 23 has a structure similar to that of the electrode plate 13.
