A user management table 130 to define correspondence relation between a user and a group and a group right table 140 to define the access authority to be provided to individual groups are prepared to indicate to which group the individual users to use the terminal 200 belong and the contents of the tables are made possible to be set by a table setting part 150. And when the access from the users is made, an access control part 120 recognizes the group by referring to the table 130, recognizes the access authority by referring to the table 140 and permits the access within a range of the power.
