PROBLEM TO BE SOLVED: To automatically record only free programs (non-scramble programs) among pay channels in a digital broadcasting. SOLUTION: A packet separating means 4 sends program arrangement information (SI) extracted from a multiple stream in a digital broadcasting to a free/pay program determining means 11. The SI contains free/pay information of each program, and the free/pay program determining means 11 determines based on the SI at the time of starting a program in a selected channel whether or not the corresponding program is free one or charged one, and the determined results are output to a record control signal generating means 12. The record control signal generating means 12 has a record reproducing means 8 make record operations of the corresponding program only when the corresponding program is the free one.
