PROBLEM TO BE SOLVED: To provide an information distribution system, an information distributing method and a program capable of preventing application of a large load on one server and enhancing system use efficiency. SOLUTION: In this information distribution system, order-relation having hierarchical structure is set in a plurality of servers S1 to S7, the server S1 distributes distribution information according to distribution requests until the number of distribution requests reaches a reference value and on the other hand, when the number of distribution requests reaches the reference value, for the distribution requests more than the reference value, informs a terminal 3 of the servers S2, S3 at one rank lower than the server S1 without distributing the distribution information. The servers S2, S3 distribute the distribution information received from a main server S1 according to the requests until the number of distribution requests reaches the reference value and on the other hand, when the number of the distribution requests reaches the reference value, for the distribution requests more than the reference value, inform the terminal 3 of the servers S4 to S7 in hierarchy one rank lower than the servers S2, S3 without distributing the distribution information.
