PROBLEM TO BE SOLVED: To enable an obstacle stetting operation to be carried out easily and in a short time with a simple process and constitution. SOLUTION: The obstacle setting device is provided with a training scenario database 62 to store scenario data concerning an operation environment of a simulated vehicle body 14, an obstacle setting section 76 which sets whether or not the obstacle included in an obstacle pattern in the scenario data is to be placed and which can set the position of the obstacle at an optional position within an arranging range specified by the obstacle pattern, and an video generating section 64 to generate the video of the scenario data based on the information of the set obstacle.
