PROBLEM TO BE SOLVED: To obtain a broadcasting-type communication system that enables a router on a network path for preventing data overflow, prevents data omission, and enables data transmission from each LAN continuously, even if the congestion of the LAN where a terminal apparatus is connected continues. SOLUTION: A data relay apparatus 12 is connected to the connection portion between a satellite broadcasting line 18 and a LAN 10 for reception/control. When a data transmission apparatus 11 requests a transmission bandwidth, the data relay apparatus 12 secures an allowable transmission bandwidth, the information of the allowable transmission bandwidth is sent to the data transmission apparatus 11 that requires the information, and the data transmission apparatus 11 that receives the information carries out data transmission in the allowable transmission bandwidth.
