PROBLEM TO BE SOLVED: To provide an image of high image quality by forming a dense magnetic brush despite an increase in the magnetization intensity of carrier and intensifying an agent carrying force, thereby improving developing capability and preventing roughness. SOLUTION: The magnetization intensity per particle of carrier in a developing area is lower than or equal to 0.05 emu, and the magnetization intensity of the carrier in the developing area is higher than or equal to 50 emu/g.
