PROBLEM TO BE SOLVED: To promote a wallet utilization by improving the service to a user. SOLUTION: A volume of transactions counting means 31 of a wallet service providing company 3 counts the volume of transactions of settlement processing using a wallet of a user 100. A user charge calculating means 32 calculates a use charge to be received from a virtual shop 2 on the basis of a count value of the counting means 31. A return value calculating means 33 calculates a charge return value of each wallet on the basis of the count value of the counting means 31. A return value managing means 34 stores the charge return value calculated by the calculating means 33 in the wallet and also manages the return value for every wallet of the user 100 by subtracting a value from an accumulated amount in the case the charge return value is used.
