PROBLEM TO BE SOLVED: To make it possible to detect an external noise superimposed on a power supply even when it increases or decreased the level of the power supply and to detect that between which circuit blocks in an integrated circuit a potential difference being a cause to malfunction is generated. SOLUTION: In the integrated circuit to a plurality of circuit blocks of which a supply power supply 100 supplies power, when an external noise such as a static electricity is superimposed on a supply power line, a phase difference is caused between a signal on the power soppy line of the circuit block A110 and a signal on the power supply line of the circuit block B120 resulting in generation of a potential difference between the circuit block A110 and the circuit block B120. In this case, a phase difference between a signal passing through the power line of the circuit block A and whose voltage is dropped by a step-down circuit 112 and a signal passing through the power line of the circuit block B and whose voltage is dropped by a step-down circuit 122 is changed resulting in producing a voltage. When the potential difference exceeds a prescribed level, a comparator 123 outputs an abnormality detection signal S122.
