PROBLEM TO BE SOLVED: To distribute a photographed image to a third person and to calculate a counter value for the distributed image. SOLUTION: An image storing part 103 records image data and outputs information of a position where the image data are recorded to a photographed image managing part 102. An image management information storing part 104 associates position information of a vehicle 200 with a camera mounted thereon, camera photographing direction information and photographing time information with one another to store them. An image information extracting part 107 outputs image information such as the photographing position, photographing direction and photographing time of the image data stored in the image management information storing part 104 to a communication interface part 105 in response to an image information request from the communication interface part 105. An image selecting part 108 extracts the requested image data from the image storing part 103. A charge accumulating part 110 accumulates the number of used images and the number of images to use in each identification signal from the image management information storing part 104 to accumulate charges.
