PROBLEM TO BE SOLVED: To provide a cleaning device having excellent cleaning performance that faulty cleaning is not caused even in the case of using small particle size toner aiming high image quality, and an image forming method and an image forming device each using the cleaning device. SOLUTION: This cleaning device has a cleaning roller having a conductive or semiconductive elastic body coming into contact with the surface of a photoreceptor and a cleaning blade arranged on a more downstream side in the moving direction of the photoreceptor than the cleaning roller, and the cleaning blade is held by a supporting member in a state where its surface on an opposite side to the surface abutting on the photoreceptor is brought into contact with an elastic member.
