PROBLEM TO BE SOLVED: To provide a vehicle communication system suitable for constructing a safe drive support system. SOLUTION: A road 101 is divided into sectors S0, S1, S2 to S9 by the unit of 100 m. Packet communication is performed between a base station 102 mounted on an illumination light, etc., on the road and an on-vehicle apparatus by using the sectors as a basic unit. The sectors are defined as sub-domains. Ten sectors are collected and a unit of 1 km is defined as one cluster. One cluster of 1 km constitutes a higher order domain of the sub-domain. The respective base stations of ten sectors S0 to S9 are connected with a hub 104. The hub 104 of the respective clusters C0 to C9 is connected with a router 106. These roadside communication systems are connected with each other via a gateway 107.
